Abstract

This article analyzes the historical formation and institutional development of the civil service in Uzbekistan, including the experience of public administration during the Soviet period, the processes of state-building following independence, and the legal and conceptual foundations of the modern civil service system. The study employs historical-institutional and comparative analysis methods to examine the evolution of such principles as professionalization, meritocracy, transparency, citizen orientation, and effectiveness in public service. The theoretical framework draws on Max Weber’s concept of rational-legal bureaucracy, Christopher Hood’s New Public Management approach, and Robert and Janet Denhardt’s New Public Service paradigm. The modern stage of civil service development in Uzbekistan is examined on the basis of Presidential Decree No. PF-5843 of 2019, Law No. O‘RQ-788 of 2022, and Presidential Decrees No. PF-95 and No. PF-243 of 2025. The study concludes that, from a historical perspective, the civil service in Uzbekistan can be characterized as a process of transition from various forms of political-administrative governance toward a professional, rule-based, transparent, and performance-oriented civil service model.
